There is a delay in the Rt. 176 construction project between Island Lake & Wauconda.
Removal & replacement of two box culverts along Rt. 176 should see improvement in drainage for areas that have been known to flood during heavy rain events. Included in the project will be the removal of many of the trees that are within the Right-Of-Way. Once this work is complete, the roadway will be resurfaced, restriped, and trees replanted. The plans do not indicate that the traffic lanes will be widened, though the 4' gravel shoulder is proposed to be an 8' asphalt shoulder.
A meeting with Illinois Department of Transportation took place in mid-October to discuss the delay in the construction project along Rt. 176, between Darrell Rd. and Mack Rd., and to share concerns regarding the upcoming snow removal season. The meeting, held at the Wauconda Township offices, was attended by representatives from Island Lake Police, Island Lake Public Works, Wauconda Public Works, Wauconda Police, Wauconda Fire Dist., Wauconda Township, along with 3 representatives from IDOT.
The construction engineer from IDOT explained that the construction delay is due to utility conflicts with AT&T. The first phase of the project was originally scheduled to be completed in November, but these conflicts have resulted in a delay to the original time line. In consideration of the current construction status and the impending weather changes, IDOT does not believe that the current phase can be completed this season and, therefore, they will need to “winterize” the site using the same traffic pattern as exists now. The results of the round-table discussion are as follows:
The winterization process will include:
Creating temporary storage for plowed snow behind the jersey barriers.
Adjustments to the tapers entering/ exiting the site.
Improving (filling in) areas along the road edge where possible.
The addition of a temporary electronic message board (possible message: Project Delayed - Continuing Through Winter - Stay Alert).
Snow fence installation along the north side of the project to address drifting concerns.
The snow route for the current IDOT driver will be adjusted to be able to provide priority to this section of roadway.
The truck utilized for this section will utilize a 110 plow instead of the normal 120 unit.
IDOT to acquire a loader for removal/relocation of accumulated snow.
Storage of equipment possible at Wauconda PW, Wauconda Township, or Island Lake PW if needed.
If IDOT cannot acquire a loader quickly enough, participation of local entities will assist (equipment and personnel dependent).
The IDOT communication center number was forwarded to address immediate road condition concerns.
If Wauconda, Wauconda Township, or Island Lake needs to apply salt to the roadway, it will be replenished by IDOT.
Review and adjustment to “construction zone” signage. (e.g., cell phone usage is prohibited)
Though it is unfortunate that this IDOT road project will not progress as quickly as originally planned, intergovernmental cooperation between the affected public bodies has assured safer passage for our residents and visitors during the freezing weather months.
